The Statement of the 10th CDPP’s Congress
The road from the Soviet Empire to Independence, NATO and European Union
The CDPP, as the only successor of the Democratic Movement for the support of Perestroika (1988-1989), of the Popular Front of Moldova (1989-1992) and of the Christian Democratic Popular Front (1992-1999), is the political expression of the moral spirit of the freedom, independence and national unity affirmation of the Republic of Moldova citizens.
We initially represented the dissidence and confronting spirit of the regime on behalf of a small group of
intellectuals turned quickly into the opinion current and then taking the magnitude of a mass political movement. As a result of undertaken efforts and assumed risks, in the public life has brought out impetuously the spirit of freedom deeply hidden in the people’s souls who were reduced to silence under the communist dictatorship.
We set up our political movement in the same historical moment with other popular movements from Lithuania, Latvia, Estonia, Ukraine, Belarus, Georgia, Azerbaijan and Armenia. These movements provoked a chain reaction in the whole region dominated by the USSR, from satellite countries to Soviet republics.
Our movements were the expression of the opinion current formed in the Perestroika times as a protest reaction against Soviet occupation regime. The movements lately advanced to the history reevaluation and recovering of political and national rights of captive nations, forced during the long period of occupation to a cruel process of denationalization through russification.
We broadly used Glasnost in order to articulate firmly and hardly the truth about the imperial policy of the tsarist Russia which annexed Bessarabia in 1812, about territorial expansion in 1940 and 1944 as a result of the Molotov-Ribbentrop Pact, about all tragic consequences of the Soviet occupation such as mass killing, organized famine, deportations, forced collectivization, the liquidation of the private properties, oppression against the Church of Christ and Romanian culture, all representing the ugly faces of the totalitarian system.
The first freedom we won was the Freedom of speech. The will to recover our national dignity determined us to manifest initially in meetings at working places and then at the meetings with cultural character and street demonstrations. The break out of the energies in the public space shattered the old system. The fear imposed for decades has been shattered.
We were the ones who organized the first meetings and demonstrations, we printed and spread the first flyers and newspapers and also we were those who signed and collected signatures for the state language and Latin alphabet.
From the freedom of speech we arrived to the freedom of meetings, and here we won the right to use the freedom of association. The defiance of the power’s threats, the courage and persistence led to the fact that hundreds and thousands followers joined us. The establishment of an alternative political movement in the times when seemed that the dominance of the party’s-state installed is for ever, when the Soviet Union represented a world power and any dissidence could be followed by terror and repressions seemed to be a challenging foolhardiness.
The Democratic Movement for the Perestroika’s support, created on the 3rd of June 1988, called the Popular Front after 20th of May 1989, was the first political force engaged in the fight of the totalitarian communist system dismantling, of national liberation and setting up of free society.
We fully engaged in the carrying out of the first electoral campaign on the alternative basis for the elections in the Congress of the People’s Deputies from USSR, campaign that lasted from the end of 1988 until 26th of March 1989. We have won half of the constituencies, promoting in the new parliamentary institution from Moscow people of culture and opinion leaders who shared national and democratic values.
We printed at Vilnius, under clandestine conditions, due to our relations with the movement of militants “Sajudis” from Lithuania, the first two editions of the “Desteptarea” (“The Awakening”) newspaper in Latin alphabet, spread on 30th of July 1989, at the Summer Theatre within the framework of a big meeting.
Organized by us, the Great National Meeting from 27th of August 1989, which was attended by hundreds of thousands of citizens, has called right away the recognizing and legalization of our right to practice the Romanian language in all spheres of the public life. The legalization of the Romanian language as official language and of Latin alphabet are due to thousands of men, women and children who had participated in the wide protest action on the day of 31st of August 1989, when the Session of the Supreme Soviet of the Moldavian Socialist Soviet Republic was unfolding. Then we imposed the adoption of the state language and returned to the Latin alphabet, ignoring the aggressiveness of the Soviet power.
On 7th of November 1989 Chisinau was the only capital from those 15 of Soviet Union republics where the demonstrators organized by the Popular Front have blocked and shuttered the military parade which took place to celebrate the Bolshevik coup d’etat from 1917.
The Popular Front from Moldova was the only political movement which has faced the Communist Party in the first democratic elections in the republican legislative body from 25th of February 1990. At our initiative the new parliament adopted on 27 of April 1990 – Tricolorul – (The Tricolor) as a state flag and on 23rd of June 1990 – the Declaration of Sovereignty.
Due to the Popular Front leadership, the Republic of Moldova was the first state from the world which has recognized on 31st of May 1990, by Parliament decision, the independence of Lithuania, which detached by the USSR on 11th of March the same year.
Within the II Congress of the Popular Front of Moldova, held on 30th of June – 1st of July 1990, we formulated our attitude against the presence on our national territory of the occupying Soviet Army, asked for reinstatement in rights of the National Church, the abolition of Lenin’s cult personality, recognizing the real name of our nation “Romanian nation” and that of the “Romanian language”, the transition to a market economy.
We convoked on 16th of December 1990 the second Great National Meeting which decided to change the name of the country in the Republic of Moldova and called for independence against the Soviet Empire. At this forum we voted the prohibition of the Communist Party of the Soviet Union and the KGB as well as the withdrawal of members of the Moldavian delegation from the USSR Congress of Deputies.
The Popular Front was the main organizer of the actions in order to reject the union referendum from 22nd of March 1991 imposed by Moscow as a parody of a democratic procedure for the USSR keeping.
We have risen in defense for the state institutions during 19-22 of August 1991, actively reacting against the Moscow Putch (coup d’etat).
The Third Great National Meeting organized by us on 27th of August 1991 proclaimed the Independence of the Republic of Moldova, legalized in the same day by the Parliament through the approving of the Declaration of Independence.
By adopting the Christian Democratic doctrine at the III Congress of the Popular Front from 15-16 February 1992 we became the only party from the country which shares the Christian vision of man and the world that are God’s creation. On the basis of all our policies stand the moral principles that have the roots from religious faith.
On 27th of November 1999 CDPP became member of the Christian Democratic International, and on the 3rd of March 2005 member of the European People’s Party. Thus, CDPP is a member of the powerful and representative political family on the continent which has over many years the majority in the European Parliament and leads the European Commission.
The entire activity of our political party focused on obtaining and defending the national independence and the building of a democratic state. In the war for Independence in 1992, initiated by the Russian Federation against our young state, many members of our party participated as volunteers at the bloody battles on the Dniester River. We have consistently defended the territorial unity of the country and we firmly opposed the military Russian occupation, proven at numerous demonstrations, from Parliament tribune, as well as at international level within the Council of Europe, OSCE, NATO PA, European Parliament, the U.S. State Department and Congress, but also at the Christian Democratic International and European People’s Party.
We were the initiators of democratic political, institutional and economic reforms. We passed the agrarian reform, the kolkhoz abolition and reforms that afford peasants to have land.
The CDPP is the only political party from the Republic of Moldova which has maintained its parliamentary representation in all legislatures from 1990 till now, thus proving that is the most viable, stable and more representative political party of our country.
In 2002, between 9th of January and 29th of April, The CDPP organized the longest sustained action of protest against the power’s attempts to destroy the democratic institutions, to eliminate the teaching of the Romanians History from schools and to impose the Russian language as state language. As a result of our vigorous demarches, the Parliamentarian Assembly Council of Europe and the European Parliament have adopted special resolutions concerning the functioning of democratic institutions and regarding the political situation in the Republic of Moldova.
In November 2003 we established along with a number of political parties and NGOs, the Committee for the Independence and Constitution Defense, which has organized large protest demonstrations against the attempts to install the so-called country federalization. Our strong reaction made possible the rejection of the Kozak Memorandum, which followed the destruction of our independence and our national unity, taking over control of the top decision-making process by Moscow, the legalization of the Russian military presence, blocking European prospects of the country and turning it into a Russian geopolitical annex.
We were the only party from the Republic of Moldova which in November 2003 openly and strongly supported the Roses Revolution from Georgia and in November-December 2004, the Orange Revolution in Ukraine. Exclusively, CDPP delegated over one thousand volunteers as observers from the Republic of Moldova at the third round of the presidential elections in Ukraine.
By creating a political partnership with the President of the Republic of Moldova in April 2005 we annihilated the Russian plan which should lead to the coup d’etat, of challenging early parliamentary elections and the installation at high decision-making levels some persons obedient to the Russian imperialist interests. CDPP assured for the Republic of Moldova the political stability necessary to accelerate the course of European integration and the implementation of reforms in justice, audiovisual system, in the secret services, at the Central Election Commission, the Court of Accounts as well as the adoption of a new law on political parties.
CDPP through its parliamentary group participated actively in the drafting and adoption by consensus of the Parliamentary Decision from 10th of June 2005 regarding the settlement of the Transnistrian conflict and the Law from 22nd of July 2005 “regarding the basic provisions of the special legal status of localities situated on the left part of Dniester (Transnistria)”. CDPP crucially contributed in consolidating the negotiating capacity for on the basis of national interest of the country with external partners of the Republic of Moldova, in particular with the Russian Federation.
CDPP strongly defends the unitary character of our state, does not allow unjustified concessions on the country’s national interests, will ask the unconditional withdrawal of the Russian troops of occupation and the dissolution of paramilitary separatists factions as preconditions for the democratization of the Transnistrian region and further participation of the citizens from the left part of Dniester to free elections. As a defendant of national values and fighter for the European cause of our country, CDPP is ready to give a strong feedback by all legal means, of any attempts to legalize the presence of Russian military troops or to simulate a democratic electoral process in the territories of the Republic of Moldova military occupied by the Russian Federation.
We have consistently promoted the direction of our country towards integration into NATO and European Union as a main strategic objectives and fundamental solutions for society democratization, defending human rights, economic prosperity and sustainable development. We have the moral duty towards our society to short this hard way to Freedom, Prosperity, Stability and Democracy.
CDPP shows its solidarity with Georgia and Ukraine in their efforts to integrate in NATO. Between Romania which is a NATO member and Ukraine, which has real chances to become a full member of this organization, the Republic of Moldova should not insist on the status of neutrality. Our country must engage in the active implementation of Individual Action Plan Republic of Moldova -NATO, to obtain the Membership Action Plan and to join NATO.
The finalizing of the democratic and economic reforms as well as the achievement of the strategic objectives to join NATO and UE, could be realized faster after 2009 elections, through the substantial contribution of CDPP in the future Parliament and Government. The future Government in which will take part the CDPP must impulse the economic reform, to lead a rapid growth of attracting the national and foreign investments, the ability to create a sufficient number of jobs. The social protection and ensuring the necessary level of health domain, to support education system, youth, social vulnerable people and family will represent the key elements of the CDPP’s policies.
The main objective of CDPP in the short term is the strong preparation for the 2009 electoral campaign and the most successful participation at this political competition in order to ensure a massive presence in the future Parliament.
In this crucial moment for our country and nation’s destiny, the CDPP fully assumes the political agenda of the Republic of Moldova and declares itself responsible for the strategic orientation of our state.
As a defender and promoter of national values and human rights, having an experience of twenty years of fighting for Freedom, Democracy, Prosperity and Stability, Christian Democratic People’s Party has a duty of honor to fully fulfill its political project to consolidate the Republic of Moldova as a state with a functional democracy, strong market social economy and a full member of NATO and UE.
